NYS requires the offer of an HIV test to those meeting certain criteria. Opt-out is allowed by the state, but there are still requirements for consent that make it very difficult to operationalize opt-out in some settings, which is why this institution is still working with an opt-in model. Although the state mandates the offer there is a huge implementation gap-- everyone is still trying to figure out which strategies work and which don't.
 
The institution has similar prompts for hospitalized patients in the birth cohort for HCV screening. The key difference is that no consent is required to perform HCV testing, making routine testing much easier compared to HIV.
