At IAS 2017 the new Director of the OAR, Office of AIDS Research, delivered this slide talk on Aging & HIV. And here is NIH 2018 HIV Related Research Plan. You will note that plan includes research that "addresses behavioral and sociocultural factors and conditions that are associated with HIV-related co-morbidities and/or complications" - thus including research they can fund to support services to underserved infected communities within the context of understanding cultural & behavioral factors & conditions, so "an inner city study that provides support services can examine outcomes as a result of the services, in a cultural & behavioral setting".
