Last year, Governor Hochul took action to prevent a rise in Congenital Syphilis by requiring third trimester screenings during pregnancy and introduced legislation to screen more New Yorkers for Hepatitis C, including pregnant persons. However, despite tremendous impact, progress has not been achieved equitably across all groups - there are still pronounced disparities specifically among women, non-Hispanic Black, and Hispanic populations.99  
Governor Hochul will take several steps to advance the State's efforts to end preventable epidemics. Governor Hochul will require labs to report all negative HIV, Syphilis, Hepatitis B, and Hepatitis C test results to improve targeted interventions and address gaps in testing. The Governor will also propose legislation to make HIV testing a routine part of an annual visit.  
To fulfill the State's commitment to eliminating Hepatitis C by 2030, Governor Hochul will invest in the integration of Hepatitis C prevention in opioid prevention services, provide funding to local health departments to support disease surveillance, and invest in innovative Hepatitis C care models to support people who inject drugs. Finally, to address inequities, Governor Hochul will invest in increasing PrEP uptake in communities of color through targeted interventions and innovative delivery models like telehealth and learning collaboratives.
