I have been on Peg Intron for nine months for HCV- 40 treatments one
entire vial and 1000mg ribaviron. My viral count has gone up in
the last 2 months - and I have become increasingly tired. Is this a sign
the tx is not working.

Yes this is the case.
You may consider whether you are a candidate for a maintenance trial
(HALT-C, for instance) to determine whether low dose PEG can slow liver
disease progression.
